Register every premier club properly. Open Kids Innovation Academy in Stone Town and Chake Chake. Publish the safeguarding code. Put men and women on the same results page.
Academy hubs in all six regions. ZNBL Women plays a full home-and-away. Every Division 1 coach holds at least a ZBF C licence. Division 2 has a published table.
Host the East Africa Island Invitational. Graduate 30 referees. Enter one FIBA-pathway event through the partnership with Tanzania Basketball Federation, if that agreement exists. If it does not, say so and still host the Invitational.
Girls reach 40% of registered youth. No regional final is played on a court without lights, water and a separate changing space for girls.
Publish what was hit and what was missed. Write the next plan in public, with clubs in the room, including Pemba clubs who do not have to pay their own ferry to attend.
